ประวัติศาสตร์จังหวัดกาฬสินธุ์
เมืองกาฬสินธุ์ หรือจังหวัดกาฬสินธุ์ ได้ยกฐานะขึ้นเป็น "เมือง" ในรัชกาลของพระบาทสมเด็จพระเจ้าอยู่หัวรัชกาลที่ ๑ พระบาทสมเด็จพระพุทธยอดฟ้าจุฬาโลกมหาราช
สมัยก่อนกรุงศรีอยุธยาและสมัยกรุงศรีอยุธยา
ในช่วงนี้มีความกล่าวว่าเคยเป็นถิ่นที่อยู่ของชาวละว้า และได้เคยตกอยู่ในอำนาจของพม่าสมัยกรุงธนบุรี
ในช่วงนี้นับเป็นเหตุการณ์สำคัญต่อการตั้งเมืองกาฬสินธุ์เป็นอย่างยิ่ง กล่าวคือ เมื่อ พ.ศ. ๒๓๑๐ พระเจ้าองค์เวียนดาแห่งนครเวียงจันทน์ ได้สิ้นพระชนม์ลง โอรสท้าวเพี้ยเมืองแสน ได้ยกกองทัพเข้ายึดเมืองเวียงจันทน์ประสบความสำเร็จ และได้รับสถาปนาขึ้นเป็นพระเจ้าแผ่นดินสืบแทนพระนามว่า "พระเจ้าศิริบุญสาร"เมื่อพระเจ้าศิริบุญสารขึ้นครองราชสมบัติแล้ว ได้กดขี่ข่มเหงเบียดเบียนประชาราษฎร์ให้ได้รับความเดือดร้อนแสนสาหัส ดังนั้น ประมาณปี พ.ศ. ๒๓๒๐ ท้าวโสมพะมิตร และอุปฮาดเมืองแสนฆ้อนโปง เมืองแสนหน้าง้ำ ซึ่งเป็นข้าราชการชั้นผู้ใหญ่เกิดขัดใจกับพระเจ้าศิริบุญสาร เจ้าผู้ครองนคร เวียงจันทน์จึงได้รวบรวมผู้คนที่เป็นสมัครพรรคพวกอพยพจากดินแดนทางฝั่งซ้ายแม่น้ำโขง ข้ามมาตั้งบ้านเรือนอยู่แถวบริเวณลุ่มน้ำก่ำแถบบ้านพรรณา หนองหาร ธาตุเชียงชุม เมืองพรรณานิคม ซึ่งเป็น หมู่บ้าน และอำเภอของจังหวัดสกลนครในปัจจุบัน
ครั้นต่อมาท้าวศิริบุญสารได้ยกกองทัพติดตามมา เพื่อกวาดต้อนผู้คนที่หลบหนีมา ให้กลับคืนสู่นครเวียงจันทน์ ทำให้ท้าวโสมพะมิตรและพรรคพวกต้องอพยพต่อไปและได้แบ่งแยกเป็น ๒ สาย
สายที่ ๑
โดยมีเมืองแสนหน้าง้ำเป็นหัวหน้า นำสมัครพรรคพวกบ่าวไพร่ บุตรหลาน มุ่งหน้าไปทางทิศตะวันออก สมทบกับพระวอ พระตา ซึ่งแตกทัพมาจากเมืองนครเขื่อนขันท์กาบแก้วบัวบาน (เมืองหนองบัวลำภู) พระตาถูกปืนข้าศึกตายในสนามรบ พระวอกับเมืองแสนหน้าง้ำ รวบรวมไพร่พลที่เหลือหลบหนีไปจนกระทั่งถึงนครจำปาศักดิ์ และได้นำเครื่องบรรณาการเข้าถวายพอพึ่งบารมีของพระเจ้าหลวงแห่งนครจำปาศักดิ์ พระเจ้าองค์หลวงรับสั่งไปตั้งอยู่ ณ ดอนค้อนกอง พระวอจึงสร้างค่ายขุดคูขึ้นเพื่อป้องกันข้าศึก เรียกค่ายนั้นในเวลาต่อมาว่า "ค่ายบ้านดู่บ้านแก" ใน พ.ศ. ๒๕๒๑ พระเจ้าศิริบุญสารยังมีความโกรธแค้นไม่หาย จึงแต่งตั้งให้เพี้ยสรรคสุโภย ยกกองทัพกำลังหมื่นเศษติดตามลงมา เพื่อจับ พระวอและพรรคพวก พระวอได้ยกกำลังออกต่อสู้ด้วยความห้าวหาญยิ่ง แต่สู้กำลังที่เหนือกว่าไม่ได้จนวาระสุดท้ายได้ถึงแก่ความตาย ณ ค่ายบ้านดู่บ้านแกนั่นเอง ท้าวคำผง ท้าวทิดพรหม และท้าวก่ำผู้เป็นบุตรหลาน ได้พาผู้คนที่เหลือหลบหนีเข้าไปอยู่ในเกาะกลางลำแม่น้ำมูลมี ชื่อว่า "ดอนมดแดง" อยู่ในท้องที่จังหวัดอุบลราชธานีในปัจจุบัน
สายที่ ๒
ท้าวโสมพะมิตรเป็นหัวหน้า ได้พาสมัครพรรคพวกยกพลข้ามสันเขาภูพานลงมาทางใต้ และได้ตั้งบ้านเรือนอยู่ที่บ้านกลางหมื่น ขณะที่ให้ผู้คนจัดสร้างที่พักอยู่นั้น ท้าวโสมพะมิตรได้สำรวจผู้คนของตน ปรากฏว่ามีอยู่ประมาณ ๕,๐๐๐ คน (ครึ่งหรือกลางหมื่นเหมือนชื่อหมู่บ้านปัจจุบันอยู่ในท้องที่อำเภอเมืองกาฬสินธุ์) และท้าวโสมพะมิตรได้ส่งท้าวตรัยและผู้รู้หลายท่านออกเสาะหาชัยภูมิ เลือกทำเลที่จะสร้างเมืองใหม่ ท้าวตรัยและคณะใช้เวลาสำรวจอยู่ประมาณปีเศษ จึงได้พบทำเลอันเหมาะสม คือได้พบลำน้ำปาว และเห็นว่าแก่งสำโรงชายสงเปลือย มีดินมีน้ำอุดมสมบูรณ์ ควรแก่ตั้งเป็นบ้านเป็นเมือง จึงได้อพยพผู้คนมาตั้งบ้านเรือนบริเวณนี้ และได้จัดสร้างหลักเมืองขึ้น ณ ที่ตั้งศาลเจ้าพ่อหลักเมืองในปัจจุบัน โดยตั้งตัวเป็นอิสระไม่ขึ้นต่อใคร อยู่มาได้ประมาณ ๑๐ ปีเศษ
สมัยกรุงรัตนโกสินทร์
ครั้นต่อมาเมื่อพระบาทสมเด็จพระพุทธยอดฟ้าจุฬาโลกมหาราชได้สถาปนากรุงเทพมหานครขึ้นเป็นเมืองหลวงเมื่อ พ.ศ. ๒๓๒๕ และเจริญรุ่งเรืองก้าวหน้ามาก ท้าวโสมพะมิตรเห็นเป็นโอกาสดีจึงได้นำเครื่องบรรณาการเข้าถวายสวามิภักดิ์ และกราบทูลขอตั้งบ้านแก่งสำโรงขึ้นเป็นเมือง ปี พ.ศ. ๒๓๓๔ โดยถือเอานิมิตเมืองพรรณานิคมและเมืองหนองหาญธาตุเชิงชุม อันเป็นเมืองเดิมใช้ลุ่มน้ำก่ำ เป็นแหล่งประกอบอาชีพ ซึ่งชาวพื้นเมืองเรียกว่าแม่น้ำ "ก่ำ" แปลว่า "ดำ" นั่นเอง ประกอบกับครั้งนั้นท้าวโสมพะมิตรได้นำกาน้ำสัมฤทธิ์ทูลเกล้าถวาย จึงทรงพระกรุณาโปรดเกล้ากระหม่อมให้ยกฐานะบ้านแก่งสำโรงขึ้นเป็นเมือง พระราชทานนามว่า "กาฬสินธุ์" เมื่อปี พ.ศ. ๒๓๓๖ พร้อมทั้งมีพระบรมราชโองการโปรดเกล้าโปรดกระหม่อมแต่งตั้งให้ท้าวโสมพะมิตรเป็นพระยาชัยสุนทรครองเมืองกาฬสินธุ์เป็นคนแรก และผู้คนในถิ่นนี้จึงได้นามว่า "ชาวกาฬสินธุ์" ตั้งแต่บัดนั้นเป็นต้นมา ซึ่งมีคำกลอนเป็นภาษาถิ่นกล่าวอ้างไว้ว่า"กาฬสินธุ์นี้ดำดินน้ำสุ่ม ปลากุ่มบ้อนคือแข่แก่งหาง ปลานางบ้อนคือขางฟ้าลั่น

ในครั้งนั้น ท้าวโสมพะมิตร (พระยาชัยสุนทร) ได้ปกครองอาณาประชาราษฎร์ ในเขตดินแดนด้วยความร่มเย็นเป็นสุขด้วยดีเสมอมา จนกระทั่งท้าวโสมพะมิตร (พระยาชัยสมุทร) ได้ถึงแก่ นิจกรรม เมื่ออายุ ๗๐ ปี ท้าวหมาแพงบุตรอุปฮาดเมืองแสนฆ้อนโปง ได้รับพระราชทานเป็นพระยาชัย -สุนทรครองเมืองกาฬสินธุ์แทน ซึ่งตรงกับ พ.ศ. ๒๓๔๘ และยังได้โปรดเกล้าให้ท้าวหมาสุ่ยเป็นอุปฮาด ให้ท้าวหมาฟองเป็นราชวงศ์ ครั้นต่อมาเจ้าอนุวงศ์เมืองเวียงจันทน์เป็นกบฏ ได้มาเกลี้ยกล่อมท้าวหมาแพงให้ร่วมด้วย แต่ท้าวหมาแพงและชาวเมืองกาฬสินธุ์ ทั้งมวลยังมีความจงรักภักดีต่อราชวงศ์จักรีไม่เปลี่ยนแปลง เป็นเหตุให้ท้าวหมาแพงถูกทารุณเฆี่ยนตีและตัดหัวเสียบประจาน ณ ทุ่งหนองหอย ตรงกับปี พ.ศ. ๒๓๖๙
เมื่อความทราบถึงพระบาทสมเด็จพระเจ้าอยู่หัวทางกรุงเทพมหานคร จึงได้มอบให้พระยาราชสุภาวดี (พระยาบดินทร์เดชา) ยกกองทัพขึ้นไปปราบเมืองเวียงจันทน์จนมีชัยชนะแล้วกวาดต้อน ผู้คนเมืองลาวมารวมกันอยู่ที่เมืองกาฬสินธุ์เป็นจำนวนมาก และได้โปรดเกล้าแต่งตั้ง ท้าวบุตรเจียม บ้านขามเปีย ซึ่งมีความชอบต่อเจ้าพระยาบดินทร์เดชา คือจัดส่งเสบียง ครั้งตีเมืองเวียงจันทน์ขึ้นเป็นพระยาชัยสุนทรเจ้าเมืองกาฬสินธุ์ และแต่งตั้งท้าวหล้าขึ้นเป็นอุปฮาด และท้าวอินทิสารผู้เป็นมิตรสหายของท้าวหล้าขึ้นเป็นที่ราชวงศ์ แล้วแต่งตั้ง ท้าวเชียงพิมพ์ขึ้นเป็นราชบุตร ครั้นโปรดเกล้าฯ จัดแจงแต่งตั้ง เจ้าเมืองกรมการเมืองกาฬสินธุ์ ทั้งปวงเสร็จแล้ว เจ้าพระยาบดินทร์เดชาแม่ทัพจึงยกทัพกลับไป
การปกครองบ้านเมืองในระบอบมณฑลเทศาภิบาล
พระยาชัยสุนทร (ท้าวบุตรเจียม) ได้ปกครองบ้านเมืองโดยเรียบร้อยต่อมาจนถึงสมัย พระยาชัยสุนทร (ท้าวเก) ปี พ.ศ. ๒๔๓๗ ได้เปลี่ยนรูปแบบการปกครองแบบให้เจ้าเมืองปกครองขึ้นตรงต่อกรุงเทพ มาเป็นรูปการปกครองแบบเทศาภิบาล มีมณฑล, จังหวัด, อำเภอ, ตำบล และมีพระบรม ราชโองการโปรดเกล้าฯ ตั้งให้เมืองร้อยเอ็ดเป็นจังหวัดร้อยเอ็ด บรรดาหัวเมืองต่าง ๆ ให้ยุบเป็นอำเภอ คือ เมืองกาฬสินธุ์ เป็นอำเภออุทัยกาฬสินธุ์จนกระทั่งถึงวันที่ ๑ สิงหาคม ๒๔๕๖ ได้ทรงพระกรุณายกฐานะจังหวัดร้อยเอ็ด ขึ้นเป็นมณฑล ยกฐานะอำเภออุทัยกาฬสินธุ์เป็นจังหวัดกาฬสินธุ์ ให้จังหวัดมีอำนาจปกครองอำเภอ คือให้อำเภออุทัยกาฬสินธุ์ อำเภอสหัสขันธ์ อำเภอกุฉินารายณ์ อำเภอกมลาไสย อำเภอยางตลาด ขึ้นกับจังหวัดกาฬสินธุ์ และให้จังหวัดกาฬสินธุ์ขึ้นต่อมณฑลร้อยเอ็ด ให้พระภิรมย์บุรีรักษ์ เป็นปลัดมณฑลประจำจังหวัดกาฬสินธุ์
ต่อมามีเหตุการณ์สำคัญ คือเกิดข้าวยากหมากแพงเศรษฐกิจของประเทศตกต่ำ การเงินฝืดเคือง จำเป็นต้องยุบจังหวัดต่าง ๆ ลงเพื่อให้สมดุลกับรายได้ของประเทศ จังหวัดกาฬสินธุ์ ก็ถูกยุบเป็นอำเภอ ขึ้นกับจังหวัดมหาสารคาม เมื่อวันที่ ๑๘ กุมภาพันธ์ ๒๔๗๔ และโปรดเกล้าฯ แต่งตั้งอรรถ- เปศลสรวดี เป็นข้าหลวงประจำจังหวัดมหาสารคาม (แทนพระยามหาสารคามคณาภิบาลซึ่งออกรับบำนาญ) เมื่อมีการประกาศใช้พระราชบัญญัติระเบียบบริหารแห่งราชอาณาจักรสยาม พ.ศ. ๒๔๗๖ จึงได้ยกเลิกมณฑลเสีย
การจัดรูปการปกครองในสมัยปัจจุบัน
ในปี พ.ศ. ๒๔๙๕ รัฐบาลได้ออกพระราชบัญญัติระเบียบบริหารราชการแผ่นดินอีกฉบับ ในส่วนที่เกี่ยวกับจังหวัดมีหลักการเปลี่ยนแปลงไปจากเดิมดังนี้- จังหวัดมีฐานะเป็นนิติบุคคล เดิมไม่มีฐานะเป็นนิติบุคคล
- อำนาจการบริหารจังหวัดเดิมเป็นของคณะกรมการจังหวัด ได้เปลี่ยนมาเป็นมาอยู่กับบุคคลคนเดียว คือผู้ว่าราชการจังหวัด
- ในฐานะกรมการจังหวัด เดิมมีอำนาจหน้าที่บริหารราชการแผ่นดินในจังหวัดได้กลายเป็นคณะที่ปรึกษาของผู้ว่าราชการจังหวัด
ในที่สุดได้มีการแก้ไขปรับปรุงกฎหมาย ว่าด้วยระเบียบบริหารราชการแผ่นดินตามนัยประกาศของคณะปฏิวัติ ฉบับที่ ๒๑๘ ลงวันที่ ๒๙ กันยายน ๒๕๑๕ โดยจัดระเบียบบริหารราชการส่วนภูมิภาคเป็น
